Last week during the CA’s stakeholder dinner, Maryland state delegate TH raised the issue that during 2005-2006 CA outsourced the software development and the delivered software eventually failed to work. I was surprised to hear something bad associated with CA’s image back to 2005 since I moved here after 2010.
Tonight, I just searched around and googled out only one article discussing that issue:

It seems no further investigation was done, at least I did not see any online report. Maybe some of our current board members still remember that incident.
The interesting part is the last paragraph:
Two top Columbia Association staff members ? Raffia Siddiqui, vice president of administration and chief financial officer, and Donna Dupree, director of marketing and communication ? returned June 30 from a three-month trip to India to supervise the programming overhaul.
