After many complaints from previous budget survey, there are new problems for this HCPSS calendar survey too. Besides some problems in the survey itself, many parents told me they did not receive the survey from Hanover Research. I asked them to check the scam folder and they still could not find the survey.

I am thinking how the problem can happen. Either Hanover Research did not send emails to all the database HCPSS provided to them. Or HCPSS did not provide a complete database to Hanover Research.

If that is true, for a mistake on a large scale, time consuming, expensive survey, who will take the responsibility? Where is the accountability?
