1 Establishing a Compensation Range for Columbia Association CEO
• The bill requires the Columbia Association Board of Directors, beginning with the next CEO employment contract, to set the CEO’s annual compensation which is no more than 110% of the annual salary of the Howard County Executive in effect at the time the CEO is hired.
2 Classifying Columbia Association Board Members as Non-Employees
The bill explicitly classifies the 10 elected members of the Columbia Association Board of Directors as non-employees of the Columbia Association.
3 Reducing the Columbia Association Annual Charge Rate Cap
• The bill reduces the maximum Columbia Association annual charge rate from $0.75 to $0.68 per $100 of 50% of the assessed value of real property.
• The bill also requires the applicable regulatory language to express the rate cap more clearly as 0.34% of the assessed value of real property, which is mathematically equivalent to $0.68 per $100 of 50% of assessed value.
4 Granting Records to Office of the Inspector General of Howard County
• This bill is the reintroduction of Ho.Co.15-26.
• Please add in below language:
Section 4-302 of the General Provisions Article (Public Information Act):
Notwithstanding the required denials in Parts II and III of this subtitle, the Howard County Office of the Inspector General shall have access to and may inspect a public record or part of a public record.
5 Restructuring By-District Board Member Election of Montgomery County Board of Education
-Please mirror the language of MC04-22.
This bill requires the five by-district members of the Montgomery County Board of Education to be elected by a plurality of the voters who reside in their respective Board of Education districts. The bill does not change the election method for the two countywide members, who will continue to be elected by voters countywide.
